AP assembly passes bill for quarterly voter registration in panchayats

The Andhra Pradesh Legislative Assembly unanimously passed a bill allowing voter registration in Panchayat Raj institutions four times a year, helping young people enroll sooner after turning 18.

Amaravati, February 19, 2026: The Andhra Pradesh Legislative Assembly on February 18 passed the Andhra Pradesh Panchayat Raj (Amendment) Bill–2026.

The change lets eligible citizens aged 18 and above register as voters on January 1, April 1, July 1, and October 1 each year.

Earlier, registration aligned only with January 1, meaning someone turning 18 on January 2 had to wait a full year.

The new rule matches the system already used for Assembly, Parliament, and municipal elections under central law.

It creates a uniform voter list across local bodies. Tourism Minister Kandula Durgesh introduced the bill for Deputy Chief Minister K. Pawan Kalyan, who holds the Panchayat Raj portfolio.

The government first issued an ordinance on December 23, 2025, and the Assembly approved it during the current session.
