Amaravati, February 17, 2026: The Andhra Pradesh High Court has strongly objected to the arbitrary use of Look Out Circulars (LOCs) in matrimonial disputes, calling them a violation of personal liberty under Article 21 of the Constitution.

Justice Konakanti Srinivas Reddy quashed an LOC against L.V. Arun Kiran, a Visakhapatnam resident employed as an electrical technician in Abu Dhabi.

After his wife filed a complaint leading to a case at Visakhapatnam Women Police Station, he cooperated, secured bail, and returned to work. But an LOC detained him during a January visit for court proceedings, blocking his return abroad and risking his livelihood.
