This follows U.S. President Donald Trump's accusation that Kyiv uses the war to dodge votes, calling it a fading democracy. Zelenskyy seeks parliamentary changes to allow polls under martial law, imposed since Russia's 2022 invasion.
He plans to submit revised peace proposals to Washington soon, after European talks trimmed U.S. ideas from 28 to 20 points.
