Justices Battu Devanand and A Hariharanatha Sharma raised alarms over missing statutory backing for the role and ignored reservation norms.
Petitioners K Kishore Kumar Reddy, S Sivashankar, and Reddivari Arjun Reddy argued the October 31 notice breached Supreme Court guidelines and constitutional rights. The bench also paused a single judge's earlier nod to proceed, slamming outsourcing trends in education.
